1. Office 2016 Pro Plus: Can I get 5 installations linked to different Microsoft accounts? Need Office for myself, dad and bro.
2. Windows 10 Pro Multi: How many activations?

Uhm for the Office PP 5pc, you can't linked it to an account, you can only activate the office by using the key. so in your scenario it would work
For Win 10 Pro Multi, it goes around 15-20 activations per unique key.
For the Office PP 5pc, it does not work on office.microsoft.com (only 1pc works) but you can download the official ISO elsewhere
