It looks like HitBTC jumped the gun and prematurely released info ahead of the official announcement.

As you can see at https://hitbtc.com/exchange/IXT-to-ETH they changed the InsureX name to iXledger before the announcement was made. There will still be an official announcement in a blog post. In addition to this Monday announcement there will be a press release on Tuesday that contains additional news other than this name change/rebranding. They can't disclose any further information prior to the press release.
