Does this refer to staking? I don't really get what touching means in this case.

If it didn't changed, you can move 10% of your Onions (from airdrop) wherever you want and do what you want with it : sell, donate, put in an other wallet. But if you move more than 10% of your airdrop Onions you are blacklisted.
The Onions that you earned by staking, mining or buying are not affected by this rule.
I read it as while you can sell up to 10% and still be eligible for the airdrop, doing so will make you ineligible for the extra 'support factor' group.
