I guess there's a lot of scam in ICO. But not all for sure.
TenX - scam? I don't think so.
Kik is distributing their Kin tokens. This is definately not a scam.
Basic Attention Token is interesting, not a scam from my opnion.
These are just few examples.

So don't be so flat judging about ICO's.
