Hello, it is been a long time since I logged in to this account and I think I will go back to cryptocurrency world. Now, I am looking for good bitcoin exchanges that offer exchanges like bitcoin to paypal or perfectmoney and other payment system. The more the exchange cover, the better for me because I plan to setup an bitcoin exchange that is open to my peers at a cost-plus pricing method.

Currently the best rates are offered at lionex.net. However they are a manual operation, so it could mean that you would be waiting for your paypal funds to arrive for a day or two before you actually get it. Also even though they are offering the best rates atm, they are still giving you $400 below spot for your btc. Not worth it at all. You can check the stats updated in real time at bestchange.com
I would definitely recommend posting a WTB thread on the currency exchange board on this forum. Just make sure you deal with only members that have dealt with paypal before, and 180 days have passed since then. Green trust would be good as well.
You could try selling your coins at paxful and LBC, you will find a lot of buyers but most of them will be scammers that charge back as soon as they send the pp funds.
