Hello, it is been a long time since I logged in to this account and I think I will go back to cryptocurrency world. Now, I am looking for good bitcoin exchanges that offer exchanges like bitcoin to paypal or perfectmoney and other payment system. The more the exchange cover, the better for me because I plan to setup an bitcoin exchange that is open to my peers at a cost-plus pricing method.

Well, bitcoin to perfectmoney is pretty straightforward since it is irreversible and even when it's centralized the customer support can't give two damns about when you get scammed. They just simply won't chargeback anyone. That means that you can essentially go with any online exchanger as long as they are legit, i like to use changer and within changer you can trade payeer, advcash, and okpay as well as PM.
Paypal you are carrying a risk since anyone can charge you back up to 180 days or even more at times. I would recommend dealing with trusted exchangers on forum like zazarb or shdvb, or coinbase if you are willing to provide ID. Don't deal with random nobodies that you just met.
