You assert #1 leads to #2, but it doesn't. It's not the US government that buys the oil but various companies. Those companies don't have the ability to print the dollars. (It could be that in a few cases, of course, the US government does directly buy oil or a by product. For example Trump's plane is over there now. The payment for refueling it was a US government purchase directly.
The oil market is "fungible," which means that anyone can buy from anyone. Regardless of established long term trading partners, if someone offers a higher prices, he'll get the business.
