IMO you should be playing with "intensity" option ( rather than power). Can you provide link which miner you are using? I can't find any zeccash miner.

I know you don't want to hear this but it really looks like the windforce GPUs are faulty. I would try them alone (one after each other) to find out if both or just one of them.
