Congratulation my country! But I am not 100% believe what's my government hiding behind.
Since many people in Vietnam currently are mining for bitcoin in general, maybe It's just a step for taking tax from bitcoin when the government accepts it everywhere. Like when they stolen people's gold after the second World War.
