In Kazakhstan the best method to get BTC is via local bitcoin and bank transfers get pretty good rates.  Also if you search in Russia you can purchase with Qiwi.  I don't have a local bank account in Kazakhstan, but used Qiwi several times.  There are several sellers which are bots and they work 24hr/day and release coins very quickly.  Send me a PM if you need me to recommend a seller.
