What you did above is:

you let your potential investors DOWN in misleading them thinking they are actually investing with 10 mio cap but instead you already presold 2/3 of the Tokens. You gave someone else advantage to the sale and this is a big no no someone could even call this INSIDER TRADING.

That is why ICOs need to be regulated because of crooks like you!

I noticed the same "strange" thing - actually two -the ICO started with more than 27K already invested and on the official crowdsale address (0x91C94BEe75786fBBFdCFefBa1102b68f48A002F4) at the end, after the ICO was sold out, there were only some 10K ETH and some more (don't remember the rest but could have well been the cited 663 ETH).

If that is true (which seems to be) that ICO went really really unfair to many many people who wanted to participate
