Walter de Brouwer was the CEO and co-founder of Scanadu. He was at the head of the company when they launched their indiegogo campaign for the Scanadu - Scout medical reading device.
This indiegogo campaign reached record funding and production began. The FDA eventually did not approve the use of this product, and the units were no longer in production.
Walter de Brouwer eventually stepped down as CEO in 2016.

My question, have the investors - or indiegogo campaign investors, received any type of refund for the Scanadu Scout campaign?

This is an old story, it has been corrected since.  Importantly I had left the company a year before this happened in a good state: well-funded, great teams and new investors just coming in. 

The device has not been bricked, the indiegogo community can still use it.  The device was not refused by the FDA, it is still collecting data in the investigational study. This is the real story: http://www.telemedmag.com/article/scanadu-become-scamadu/

The company brilliantly managed to run a profitable(!) study, collect large amounts of data, show that their product had a market, and gain the trust of investors."  A misunderstanding between the company and the community.
