VIB tokens are locked until block 4352535.
After that they will be most likely traded on Etherdelta first.
According to the published info till today, VIB will be launched exclusivly on livecoin on 6th October.
Make sure to check their Twitter account for hints (other exchanges etc.)
I personally hate livecoin (no idea why they Chose this Exchange..) and so really hope to see VIB popping up on bigger exchanges.
When the tokens are transferable, then anyone can send them to Etherdelta for example and trade there, even on october 5th.
Livecoin is just an exchange they made an arrangement with. So it will definitly be tradeable there.
