Seems like it was a disagreement on KYC info collection and they've agreed to part ways.

Refunds went to presale investors?
Ok good, that points to that a legit escrow was in place (although a poorly designed one, as funds didn't go from safe hands (escrow) to other safe hands (new escrow) and are (it seems) back in the hands of the original investors and out of wcex's hands).
Which also means that, in effect, the presale never happened and xcex has no presale funds (but investors funds were safe in escrow and are now back in the investors' hands).
