@Nemgun is involved in the NVO Project as well. They get quite some heat on the SAFE Network forum. Nemgun (Imed Boudali) actually got banned for making posts like this one:

So they came to the SAFE community, took millions with their NVO project and within a few weeks they claimed that it couldn't be build on SAFE. Bye bye millions.

Turned out he was a co-founder of the NVO project so he now has millions to share with the others.

So feel free to invest in this project but make sure to do some good research. In my opinion Nemgun (Imed Boudali) isn't qualified to say the least  . One might actually wonder why he raised millions with NVO in May 2017 (while lying about his role in the project) only to do another ICO for another project a few months later. NVO hasn't delivered anything yet, not even a proof-of-concept.
