My vote goes for Vladimir Putin. He is not perfect, but I think that he is the most powerful president right now. Donald Trump is powerful, but he is not as capable as Putin. Duterte is capable, but he doesn't have much power outside the Philippines. And Angela Merkel has neither the capability, nor the power.

china is not a good choice too ... I don't think that Duterte should trust China and Russia too much. Already China is threatening to invade the South China Sea islands controlled by other nations. And I don't think that Russia will help the Philippines, in case China attacks them. Duterte must forge strong bonds with nations such as India, Myanmar, Japan and Vietnam, as these nations are also facing a lot of Chinese bullying.
