Yes, it will take startup companies like Paragon, in order to appease the regulations committees. Paragon will use the smart contracts to make a digital platform that stores every sequence of Cannabis  related utility, upon the ethereum blockchain. I believe that transparency is key, for legislative adoption. If all goes well, this could move internationally, a few skips across the pond!
