Does it mean downloading the white paper is only supposed to be for the members of the company and their investors, not to be used by members of the company?

You don't use whitepaper, you can only read it and it shows you what project is all about and what dev's are planing to do in future with project and other information about project, fund raising, roadmap and so on.
