We said that they are pre-ordered. It means that we have orders for that tokens. But we are not execute them until needed sum will be reached. We don't want pay needless commissions and don't want contributors will pay needless commission after refund. In case if we will not get needed funds.

Yes. That's why we act responsible by collecting orders first and execute them after. And not tell people do that immidiately. We leave options to buy tokens on exchange, leave order in form or just read this thread.
