I think people who wants to participated in ICO/play on bitdice probably use vpn(s)(and accept any risks/consequence). 
That is well known,however if the team finds out the particular accounts belong to the not-eligible countries,I think their accounts would be banned without a warning.If you invested you will received tokens but I guess that would happen after the ICO which will end in 02 days based on the timer here https://ico.bitdice.me/en/. Bitdice ICO is a success, we investors should be happy with it.
