I suspect that depending on geography, GPS-referenced dead drops via couriers could be feasible (basically courier arrives at inconspicuous point A, drops and disguises package, records GPS coordinates and walks away, then the coordinates as recorded by courier are sent to customer along with a description of area with package, the client goes to the area and, using his GPS navigator, finds the package.
