Peter , Pay to All of them and make them Happy. Those who have too many sign up from same IP. Ban them. Pay to honest one's 
UPDATE: we will pay everyone IF there are no more than 3 registrations from the same IP. This will eliminate more people but should stop all those fake ones.

Peter, I do not have more than 3 registrations from the same IP but I did not fill out the Withdrawal form yet because you said I had 45 days left to do it.
What can I do??? Will you please reopen the withdrawal form?
