It has been on for decades, you can't assume that a volatile currency not even legalized by half of the countries in the world will prove to be a threat to the dollar. Yes, people are free to use Bitcoins but not in countries like China where you can be jailed for this offence. We can only hope that Jihan comes up with some solution to this otherwise we might lose a half of miners and a lot of investors who played a major role in Bitcoin revolution.
