It has nothing to do with referrals. If more than 3 people registered from the same IP as yours the account is suspended.

As you can see in transaction history https://etherscan.io/token/0x2dAEE1AA61D60A252DC80564499A69802853583A this dude made many accounts but he didn't registered them with just 1 wallet he made unique address for each account. At least it seems like that to me.

only the first transaction was an investor payout, the rest are from the bounty, so he seems to have cheated anyway?
