Hey you want an alert system for Bitcoin Core client or the whole network? why don't you propose it for users to decide if they want it? or we could make it optional but available for users. with alert being implemented you are assuming every user is at their GUI watching the screen to see if an alert going to pop up any time now, if there is a critical issue then users will never know until it effects them which by that time they're already alerted.
