Dell Optiplex 3010 7 GPU Problem

Hi,

I'm using Dell Optiplex 3010 which has 4 PCI-Express slots(1x16 and 3x1) and I'm using PCIe 1 to 4 PCI express 1X Slots Riser Card(like this https://www.aliexpress.com/item/PCIe-1-to-4-PCI-express-1X-Slots-Riser-Card-Converter-Add-On-Card-4-Ports/32814708108.html?spm=2114.search0304.4.120.Y1xyWg) trying to run 7 GPUs on one mobo, but when I connect all the GPUs the PC won't start. All the four led numbers at the front of the PC are on(not flashing) and screen won't start. When I connect 6 GPUs(no matter how, 4 to the MOBO + 3 to the extender, or 3 to the mobo + 4 to the extender) it runs like a charm.

I've updated the BIOS to the latest version(A17), tested with different raiser, PSUs, GPUs, etc. I checked the BIOS settings, but I think I'm missing something there.

CPU: Intel Pentium, G2030 3000MHz 3MB,
RAM: 4GB DDR3
