i understand that i can stick to this forum thread where devs announce new ICOs,
but is there a site that list all THE NEW ICOs and also track the status of them?

Try to visit the Announcements (Altcoins) every now and then if you do not want to miss some new ICOs. Here's the link

You can find a lot of incoming ICO projects on
www.coinschedule.com in order of ICO date, but it is more important to see some discussion about these ICO.
