They will be locked and reserved for future token sales.

Yes the rest of the tokens will be sold ongoing for future expansion of mining operations.
So are you gone make more coins or you will sell what you left from early time? What is gone happen, when you sold all, but you want to expand, your project?
The ~75M coins that are not for sale in this ICO + the ones that remain unsold will be sold in the future for new mining enterprises. If all are sold now, there will still be ~75M tokens that will allow for quite a lot of new sites.
