hello, i bought some of msi armor rx 470 4gb oc cardes it came out from the box with 22mh and when i tried to bios mod it, it stays the same i copied 1500 starps
after moding i have the same hash which is 22mh

Now that you changed the straps you need to OC the memory. Download Afterburner and move the memory to about 1950. If it doesn't crashes after mining for a few minutes bump it higher. Your best results will be between 1950-2150.
Also make sure you are not dual mining. If you are set intensity to about 15.
i have tried that i get 25mh, i see people getting 29mh it's weird bios modding my card make it stays the same and when i over clock it it goes to 25mh not 29mh or 28mh
