Is it possible to send bitcoins without paying a fee?
Yes, but not over the blockchain. You'd need to physically give someone a device that holds Bitcoin.

OpenDime is perfect for these transactions. It's a device the size of a USB drive that you load with Bitcoin and then physically hand over to someone as payment for whatever reason payment is needed. The Bitcoin can be redeemed once and then the device is thrown away.

How many confirmations required to ensure a transaction is successful?
None, because this transaction would not go through the blockchain.

Yes, if you have bitcoin loaded on a physical device you can sell that device to anyone for any amount of money both parties agree upon.
