You ask whether he is mentally ill, yet you accuse him of having two accounts and neg. bombing you with them without actually having any evidence connecting those accounts. 
The rating that he has posted on you, and similar accounts is warranted. Stop supporting shady/scammy projects and you won't feel any consequences. It's simple as that.
