According to the stickies it should be 5 posts + 4h and a script runs every 10min for promotions.
Obviously something of that is not true, as I have +5, and been a member for +7h

I don't think the system is always consistent - I made my 5th post weeks ago and was quite pleased with myself for becoming "unlocked" - today I log in to find out I'm locked again and my account only lists 4 posts :/
