Lets assume there were 400 people who take part.
This means, that 200 games are at the same time and all games are on the wall with a projector?
But maybe you are right and I am mixed up with the "Play for Privacy Go Voting Games" from the Whitepaper:
"Players join teams and are rewarded for voting about where their next stone will be placed."
So it is not a lot of games at the same time. If you join the game and - lets say - 200 other players join with you - 100 players will randomly be distributed to each team (black/white). During the game each team member can pick a move and mine a token by doing that via proof-of-play. After each member picked an individual move - the consensus move of the group will be executed but this will not do anything to the creating of the token but just simply display the way of the game.
