May be this is something which is not created by government as this is not in benefit of it. It makes difficult to collect taxes and to know about wealth of people. So we can say that this is something created by some anti government person.
It is true that bitcoin is not created by the people of the government becasue bitcoin mostly created becasue of the more faster way of transaction to somehow evade system of fiat. Bitcoin is a form of crypto-currency and that is why it is good to used on transactions and investments.
