Why projects don't allow newbies to participate? We still ask a lot of questions and we're also noticeable 
Probably because of spam. Some users would create hundreds accounts, cheat campaigns and not spam the hell out of forum.
If you ask me i wouldn't allow signatures for ranks below senior member - and i am far away from that.
