It would be very unlikely, given that to carry out such transactions would require a specific market built within a cyber network, with catalog or marketing proposals. However, they do not need this, they receive thousands of dollars in their sale of oil on the (physical) black market. Not counting their exchanges and equipment transactions among other organizations. The other point would be that somehow they do not trust the "western" internet. Even with all the secrecy of DeepWeb, there is no assimilation of net neutrality for them.
