So, when an ICO want to be promoted, should they pay a fee to your site? Or it will be free for now?

Usage of the website is free for both ICO organisers and investors. And we will keep it that way until we are happy with what we've built. At this moment the functionality of the platform is around 20% done, so we will take some time.
