If you are clicking on the link on the OP from a browser on a computer then it will not get you to the telegram. If you are trying from a mobile device then it is correct. Just search gatcoin from your telegram, you will see the channel.
I've seen someone with problem like this, and the project team need to invite him directly to the telegram group
