Of course I think this ICO is legit, you just have to calc in $. If you want to invest 1000$, you have that piece of the cake from 15 Million $, no matter of the Neo price.
If the Neo/$ price is cheaper, there will be more RPX minted and increases the supply of RPX, but you also will get more Neo/RPX for your 1000$, the peace ot the cake is the same.
It the Neo/$ price is higher, there will be less Neo's accepted to ICO, so a lower circulation supply of RPX will exist, and you will get less RPX for your 1000$ invest. But still 1000$ from 15 Million $, the same piece of the cake.
