I'm confident that btc gambling and regulation do not really fit each other very well. Regulation means ID verification on each depositing customer, the btc gambling community really hates ID verification. Maybe some flexibility from current gambling license issuers would help a lot, but right now, pretty much all casinos or sportsbooks pretending to be "licensed" are actually operating (at least on the btc balances) outside their licenses - the ones that do not request ID verification, of course.
Old, established fiat casinos that started accepting btc deposits, also require ID verification as per their own license terms.
I think the first licencing entity to allow customer anonymity up to a certain amount (like XXX btc per day/week/month) would become the main choice for many of the current casinos, but right now, there is none.
