As far as I know, it's a non-contentious hard fork, which means a consensus of the new chain.
That is correct. It does not have a very serious or vital effect to the fate or even the price of Ethereum. This might give a little pump of Ethereum after the implementation. I am a little less excited for this. I am excited for Ethereum to finally hit $500 per ETH though.
