It's not that easy. For the explorer I put in about 30 hours of work.
OK, now that I have the experience, I would be able to setup an explorer for another project much faster. But in first place it takes time to get into it.
And it's just not true that nobody pays attention. There were many people who asked for a working explorer. That's why I did it. I would not put in so much effort if I don't see the need

But when block explorer was required for the exchange after the mini-ICO, dev found someone blazingly fast to make a simple one.
So I guess you should be grateful you are getting at least something for your work, because dev doesn't consider block explorer a necessity at all.
