Exactly what Johnny said. Not sure how you have any hopes of this project accumulating any worth if the coin allotment is as skewed as it seems to be with your direction of intent.
It would be fair if the Dev only uses his premine for bounties and development costs. As long as he doesn't stake his coins, and doesn't dump them on exchanges once it hits, then it should be good. It's difficult to guage the Dev's reputation since he doesn't have a high enough reputation but not a complete newbie as well to signal a complete scam.
So to Dev,
Please ascertain the community that you are not staking your coins and you have no intention to dump your premine.
