IMHO in round 3 you should focus more on people who not registered on bitcointalk. Maybe you could implement the same "location" field check on our facebook profiles (e.g. ETH address in zip code field)? And ignore facebook accounts which are younger than a month or so, so you can bring more People on board and avoid (most) fake accounts. In round 3 the ammount of distributed POS should be less per person
Also you could collect some ETH to advertise POS on FB
Or you focus on people who bring real Volume to the exchanges an reward these with extra POS who bought on Etherdelta
You will need a high volume to get listed on coinmarketcap I do not agree with facebook, as there are people who have up to 10 false facebook accounts, if the currency starts here in the forum, it is the accounts of bitcointalk that should be taken into account, it is no secret that in networks people can currently have up to 20 accounts
