We've created an off-blockchain environment where holders of POW 'lite' can make transfers free of all transaction costs. It's a hybrid. Yes it's an abomination, but it serves a purpose in the months/years it takes for Ethereum to scale out and transaction costs to decline enough to allow micro-transactions.
