Paypal is a payment method and as much as you can pay someone or a company via paypal to purchase a mining gadget is the same way you can pay someone on localbotcoin or even use paxfu to purchase bitcoin via paypal. Even on this forum, there are so many people who can send you bitcoins in exchange via payment using paypal.
