I guess you can trade there, I think bitcoin is just building its name to Egypt that is why government does not encourage people to use it be because they cannot see its good thing and its positive side. 
Also i dont understand what you mean by trading bitcoin in Egypt ? For trading, you just need bitcoins and internet, and you can easily trade at any online exchange like Bittrex , where is Egypt involved in all this ?
