I would please like an explanation why my withdrawal is being delayed this long?

I have made a withdrawal of 14k euros on 28 Septemeber to my personal bank account and the status say sending now for past 10 days.
I have still have not received my money into my account and I can also not cancel the withdrawal.

Could you please let me know what seems to be the hold up.
