Wattman is part of AMD drivers. Open up AMDs Radeon Settings app and click the Gaming tab, then Global Settings, and finally the Global WattMan tab.

I assume it means you get edit the registry file with notepad to customize clocks, voltages, etc.. Well that's what I did anyway
