IBM chose Stellar as it's payment platform of choice. Not Lisk, Ethereum, NEO or any other crypto.
Stellar also has a Javascript option on their platform available for devs that want to build with Javascript.
Stellar is Ripple fork (same protocol, but then rewriten) and it was developed for banks purpose.
Lisk are developing for DAPPs. It's difference.
